While the rules are yet to be written, it appears it won’t stop the cruises from going to Havana.
What is may mean is that you won’t be able to freely get off the ship and roam around or hire a 50’s taxi to take you around town.
It would appear that the passengers will all have to take group tours offered by the cruise lines or you will have to stay on the ship.
