India: Odisha Shutdown Blocks Roads and Stops Trains at Cuttack; No Flight Disruption Reported

October 8, 2026 — Update to our October 7 story. Thursday’s 12-hour opposition shutdown in Odisha went ahead. Protesters blocked roads in Bhubaneswar and a national highway, most buses and auto-rickshaws stayed off the road, and trains were held at Cuttack station for hours. No flight cancellations were reported. No new shutdown dates have been announced.

What happened

  • Roads: Blockades at several main junctions in Bhubaneswar. National Highway 16 was blocked at Bhadrak.
  • Buses and autos: Long-distance buses largely did not leave Bhubaneswar’s main terminal, and city buses stopped in Bhubaneswar, Cuttack and Puri. That is despite the bus owners’ pledge to run. Auto-rickshaws were largely unavailable.
  • Trains: Services at Cuttack station were suspended from morning until afternoon, local media report. There was a scuffle between railway police and protesters, and some were detained. A count of cancelled or delayed trains was not published (TBA).
  • Airport: No flight cancellation or delay was reported at Bhubaneswar. One weakly sourced report described a cab shortage and higher fares for arriving passengers.
  • Violence: Minor incidents only.

What comes next

  • Odisha: The state Congress chief warned of intensified protests. No dates were given (TBA).
  • New Delhi: Opposition leader Rahul Gandhi was detained again on October 7 during a march. No transport disruption was reported.
  • Nationwide: No national shutdown or transport strike has been called.

What it means for airline travelers

  • Odisha from Friday: The shutdown ended at 6 pm Thursday. Normal service should resume, but check your train’s running status after Thursday’s disruption.
  • Lesson for the next one: Flights ran, but getting to and from the airport was the problem. If another shutdown is called, pre-book a hotel car and travel before 6 am or after 6 pm.
  • Standby travelers should not plan a same-day road or rail connection to a flight on a shutdown day.
  • Stay away from pickets and rallies.
