India: Opposition Calls a 12-Hour Shutdown in Odisha for October 8

October 7, 2026 — Update to our October 6 story. The opposition protests that reached New Delhi on Tuesday move to the eastern state of Odisha on Thursday, where a 12-hour statewide shutdown, or bandh, is called from 6 am to 6 pm. Wednesday’s rally in Jammu passed without reported disruption.

The Odisha shutdown

  • When: Thursday, October 8, from 6:00 am to 6:00 pm.
  • Who: The Congress-led INDIA bloc in Odisha, with several left and regional parties.
  • Why: A mining law amendment, errors in school textbooks, and the bloc’s national demand that the Chief Election Commissioner go.
  • Auto-rickshaws: Off the road for the full 12 hours, including app-based ones. The capital’s drivers’ association backs the shutdown.
  • Buses: The private bus owners’ association refused to join and says buses will run. It concedes that pickets may stop vehicles in places.
  • Trains and roads: Organizers intend to block roads and rail lines. The state home department has warned police to expect road blockades and rail stoppages. We found no cancellation notice from the railway.
  • Shops and offices: Markets are likely to close. Hospitals, ambulances, pharmacies and milk supply are exempt.
  • Airports: No report mentioned Bhubaneswar airport or flights.

Elsewhere

  • Jammu, October 7: Opposition parties marched as planned and burned an effigy. The Kashmir Observer reported no police action or road closures, and no new dates.
  • Nationwide: No national shutdown or transport strike has been called. The dates we listed yesterday still stand, including the Delhi rallies on November 1 and November 26.

What it means for airline travelers

  • Flying into or out of Bhubaneswar on Thursday? Flights are not reported affected, but getting to the airport is the problem. Pre-book a hotel car and leave well before 6 am if you can, or travel after 6 pm.
  • Puri and Konark day trips: Postpone to Friday. Highway blockades are likely during the day.
  • Trains through Odisha on the east coast main line may be delayed if tracks are blocked. Check your train’s running status before going to the station.
  • Standby travelers should not plan a same-day road or rail connection to a flight in Odisha on Thursday.
  • Stay away from pickets and rallies.
